Emergency legislation concerning risk equalisation in the health insurance market was passed in the House recently. At the time, we were advised the Minister for Health and Children was introducing the legislation to plug a potential loophole in the health insurance market. However, we are not surprised to hear from Commissioner McCreevy that the European Commission remains concerned, not about risk equalisation, but about competition in the Irish health insurance market and the fact the dominant player — the VHI — is being protected at a cost to other smaller firms. This is the kernel of the issue.

Do we want competition and to encourage new entrants into the market? The Government has a lot to answer for, because the recent rushed emergency legislation hinders rather than helps competition. In the time remaining, we should reflect on the matter of health insurance and how this House can ensure we protect the consumer and provide choice in the market.
