I propose that if the Leader is not clear on whether the Minister will be in the House, No. 2 should not be ordered. I want clarity on this because we will not participate otherwise. My colleague, Senator Terry, has tabled 12 amendments to the Bill and will not cite those amendments to a Minister who does not have a clue about the contents of the legislation and who is not even in the Department. That is not acceptable in the House.
