There is good will and there has been considerable negotiation. It will not be the same as before. Otherwise there would have been no negotiation. I want to reach agreement by consensus. We are at the midnight hour in this process. We have let it go on for more than a year. It is time for the hard talk and for people to reach agreement in a flexible way. I have always said I would much prefer the local groups to reach agreement rather than have something imposed by the Department. Only a handful of issues remain to be resolved and we need to bring it to conclusion. I would not like to have the money available from both the Exchequer and Europe without being in a position to spend it.
