Section 15 is even more explicit in this regard in that it amends section 32 of the 2001 Act to empower the Minister to direct the RTE Authority, in the interests of transparency, to maintain a special account of its use of public funding in relation to the provision of the new television services for Irish communities abroad. In other words, RTE cannot simply indicate it is spending a certain amount on such services.
