I want to make a point of order or a point of information. The Minister of State has unintentionally misled the House. I know this report from the chemicals weapons convention. It is not forbidden when it is being used for illumination purposes only. However, when it is used against personnel it is most clearly illegal under international law, and the domestic law of the United States of America.
