Disability Bill 2004: Report Stage.

On the face of it, I accept what the Minister of State said. The legislation states that a review must be carried out within five years but that it too broad. I am disappointed and I hope we will not regret this. I accept the Minister of State's word that if issues or problems arise at an early stage, the review would start immediately but there could be a Minister from another party within, or after, the next two years. We must, therefore, ensure whoever is the Minister of the day will feel the same way. It is not good enough for me to accept the Minister of State's point of view and that he would initiate a review at an early stage. The legislation must ensure we protect those we seek to protect. If we allow this through, it will be a flaw in the legislation.
