On a point of order, it is the prerogative of the Chair to call speakers as he or she chooses. Second, as the Chair knows through the Committee on Procedure and Privileges, it is a long-standing tradition in this House at Private Members' time that groups are called in accordance with a well set out sequence. The Senator was in possession. It was the turn of his group in that sequence.
