The House is aware that it is not a simple issue as there is much pressure for development. While development will be good for many areas, we want to see every area getting its share of economic development and prosperity. At the same time, rules and guidelines are needed. It is not an easy issue but if Members give their views on these guidelines, they can make a considerable contribution.
