I welcome the Minister and support Senator O'Meara's amendment. Sufficient consideration has not been given to the earnings disregard in respect of those in low paid employment who are eligible to receive social welfare benefits. Senator O'Meara has outlined the anomaly that exists in very coherent terms. When one compares the earning capacity of a person in low paid employment against what he or she would receive in terms of social welfare payments and secondary benefits, it is apparent that consideration has not been given to the income disregard in the context of eligibility for such payments and benefits. We must make it attractive for people to give up social welfare payments and re-enter the workforce. I support the amendment in that regard.
