I thank the Minister for his reply. The SSIA scheme was designed as an incentive to save. However, if commentaries are anything to go by, it will create an incentive to spend when it matures, which goes against the whole spirit of the scheme. The matter is hard to judge. If the limit is set too low, it would create not only an incentive to spend but in some ways a need to spend. As we are trying to encourage people to save, I ask the Minister to keep an open mind and to review the impact of the measure.
