National Car Testing Service: Motion.

——a body with whom one has no contractual or customer relationship. I do not know about the experience of my colleagues on this side of the House in this regard, but I do not receive mailbags full of complaints. People accept the system just as they accept many other measures to ensure better road safety. One should remember that the number of cars on the roads has grown exponentially while the number of accidents, while still far too high, has remained static or fallen slightly.

If we are interested in the environmental safety of this country, we should be supporting the national car test. Particular matters that come to light should be considered if necessary, but the basic system is good. If most of the public administration in this country worked as well as the national car test, we would all be doing very well indeed.
