That is the record of the caring alternative. What was the reaction of the rainbow Government to this state of affairs? In January 1997, in the face of a 27% rise in waiting lists, they cut funding by 20%. I would not call that a coalition of the caring but of the uncaring. I know that Senators will argue they did not have the benefit of the boom generated by the policies of the Government. I reject that argument.
