In some cases, the impression has been given that the blame lies with the local authorities. In most cases, the blame lies with the amount of funding and the amount of start-up houses that are provided to local authorities. The Department of the Environment, Heritage and Local Government had previously said that it would get tough with local authorities that were not providing housing in sufficient numbers and might reallocate the houses to other local authorities. I do not know of any local authorities that got reallocated extra start-up houses. The Minister cited an authority that fell short in its allocation. Was the shortfall given to other local authorities as extra start-up houses?
