I agree with Senator Tuffy that we should have a debate on the report of the All-Party Committee on the Constitution. It would be worthwhile teasing out what action it is necessary for the Government to take. While it may be unprecedented, it would be appropriate to invite the chairman, Deputy Naughen, who has done a great deal of work on this issue, to attend the House to deliberate on it. We have invited MEPs to the House and it should also be possible to invite a Deputy because he is familiar with the matter.

Senator Ryan has a short memory. The former president of his party, Proinsias De Rossa, when Minister for Social Welfare gave a £1.80 per week increase to the elderly.
