Criminal Law (Insanity) Bill 2002: Committee Stage (Resumed).

The existing law covering drug dealing under the 1999 Act mentions exceptional circumstances, which I have exemplified. However, I do not want to go down that road with commercial drug dealing. Someone is either guilty of it or not. It is not necessary to have such a provision.
