I am aware the Minister visited the Central Mental Hospital. Like him, I am very shocked by the padded cells in use. When the Minister of State at the Department of Finance, Deputy Parlon, opened what the press called his "estate agency" for State property, I organised a Private Members' debate in the House on selling something to pay for the building of a new central mental hospital. One problem with that site is that the old hospital is so antique there is a preservation order on it. It is one of the most antique medical institutions in Europe, and that is a serious problem. We might have to use part of the ground to build a new hospital.
