The word "transparent" is a straightforward one and there is little ambiguity in its definition. I would be delighted to see the Opposition come forward to identify which of those groups should not have received the money as a result of the advertisements and applications. There will be great silence from the other side of the House when the lists are published and I doubt that anyone there will identify groups which should not have received money. We will leave it open.
