Earlier I questioned if the right hand of the Government knows what the left hand is doing. On 29 October, the National Economic and Social Forum launched its most recent report on the value of social capital and how it can help local communities to better tackle socio-economic problems. If drugs and drug related crimes are deemed not to constitute socio-economic problems I do not know what kinds of activity would do so.
