The task force proposals for a network of acute hospitals have been framed on the basis of the experience in two pilot regions. Further consideration will be required on how best to achieve integration of decision making, planning and effective local management in other parts of the country. They should be addressed in phase two of the task force work, yet on page 61 the report states:
