Most of those connected with the administration of prisons have advised us that temporary release is one of the key elements of rehabilitating the offender and preventing re-offence. Issues such as the structuring of the release stage, the discussions that take place and the placement of the prisoner after his or her release are absolutely crucial in the context of rehabilitation.
