One of the problems we found, and this is the difficulty, is that very often people are loth to employ another 200 people just to lick envelopes and press labels on them. We are trying to get away from that. With a structured approach, looking at the research, the Library, the constituency work, which is equally important and I take nothing from it, we could get a balanced approach.
