The Brennan commission of 12 independently minded and public spirited individuals underlined the importance of the common contract for hospital consultants for achieving hospital services managed to achieve best value for taxpayers. They said: "The key question is, how can the health services contract with individual clinical Consultants make it possible to negotiate with them, in a systematic way, the resources they need for their practices without interfering in any way with their clinical independence in the treatment of patients?"
