It is important to note that this Bill, at its final Stage in the Houses, marks another milestone in Ireland's long history of strong compliance with the European convention system. We agreed to the right of individual petition and the compulsory jurisdiction of the court from the time the convention was ratified by the member states. Some may take the view that our implementation of this measure has been very cautious, but the only reason was respect for our Constitution and the substantial protection it has always extended to our citizens.
