My party was in Government, exclusively, when these particularly wise decisions, which have no bearing on this particular legislation, were taken. The addition of the references to Articles 34 and 46 would add nothing to the legislation. We were careful to ensure the substantive rights in the convention were what legal effect should be given to in the Bill. These substantive rights are contained in Articles 2 to 14 and Articles 16 to 18.
