That is the bottom line. The question is how it will be implemented. The Department of Health and Children has a role in promoting health programmes as alternatives to alcohol-related activities. Wearing my other hat, I am not convinced that the social, personal and health education programme is working. I am not sure that what young people learn in the classroom and in the education world is transferred to the outside world. How do parents link in with that programme? The Department of Education and Science has a role and will have to be incorporated into our thinking.
