There is a penalty points system associated with driving. Perhaps we should award penalty points against those shouting on the street late at night. The Garda Síochána has the power to fine on the spot but if someone emerges from a licensed premises and is abusive or threatening, it would be an idea to give him or her two penalty points. After receiving a certain number of points, he or she could be banned from drinking for a year. We are putting far too much emphasis on the licensed premises. Those entering them are also responsible for their actions.
