I am conscious that the introduction of the age document in section 15 at this stage of the tourism season might create difficulties for young people coming from Great Britain or Northern Ireland without passports or identity cards. It would be reasonable, therefore, to defer commencement of that until later in the year, possibly the early autumn, when the tourism season has abated.
