Section 1 provides for the definition of certain words and phrases used in the Bill. These definitions, by listing the applicable convention provisions and by defining the term "organ of the State", to which the main obligations in section 3 regarding the performance of functions applies, are fundamentally important. The term "Convention provisions" set out in the Bill includes Articles 2 to 14 of the convention as well as the applicable provisions of the four main protocols to the convention.
