It is wrong that the general debate has reached a stage where those atavistic sentiments are stirred when we do not have a proposal. That is the reason those who sneer at our amendment are incorrect. The Minister has yet to go to Cabinet with his proposal which, we are assured, he will be doing. The politics of envy are not the right way to go about promulgating public policy. If one has a policy of envy in one's heart, one is envious of others who have more money, which I do not have but I do not care what people have because I am not envious.
