I welcome back to the House Senator Cummins who, unfortunately, has been absent for some months. I can assure the House he is fighting fit and ready to throw a number of scuds in the direction of the Government in the coming weeks. He is welcome back to the House following his illness.

I agree with the Order of Business. I agreed reluctantly to No. 1. I am sure the Leader will agree that there is no intent on the part of the Government to muzzle any Member.
