Senator Jim Walsh raised questions about the distinction between different levels of personnel exchange. The intergovernmental agreement provides for three types of exchange: placements without power of up to one year; secondments with power of up to three years; and lateral entry at the level of superintendent or above. Legislation is not required for the first category because the people coming across to share their expertise in that situation will not exercise police powers in the other jurisdiction.
