I remember that debate well. I am not telling Cabinet secrets when I say that I was one of the strong supporters of the measure. It is the mark of a true socialist when a person can be adjudged on their merits. The single standard rate band will be the proper conclusion when it is introduced. I thought at the time that the word individualisation had a selfish ring to it. It suggests that everything is about oneself.
