The process has already begun in the European Union which saw deeper division over this issue than over any other foreign policy issue for many years. The statement issued by the European Council last night recognises that we face a new situation with the beginning of the military conflict. The statement identifies the common challenges facing the EU and the objectives which it is determined to pursue. Crucially, the European Heads of State or Government renewed their commitment to the fundamental role of the United Nations in the international system and to the primary responsibility of the Security Council for the maintenance of international peace and stability.
