Resolution 1441 clearly defines Iraq's non-compliance with council resolutions and the proliferation of weapons of mass destruction and long-range missiles as a threat to international peace and security. The resolution went on to find Iraq to be in material breach of the obligation imposed on it by the Security Council to disarm itself of its weapons of mass destruction. Nevertheless, it offered Iraq a last opportunity to bring itself into compliance. The resolution then recalled that the council had repeatedly warned Iraq that it would face serious consequences as a result of its continued violations of its obligations.
