The United Nations is the institution at our disposal but other bodies are emerging, such as the international war crimes and justice tribunals, and the world court at The Hague. These should fulfil a role in terms of dealing with politics, military activities and human rights in the same way as the World Trade Organisation, incipiently at least and with all its limitations, fulfils its role in the area of trade.
