We should remember that in 1991 Saddam Hussein was given 15 days to submit a full and detailed declaration of his weapons of mass destruction. Some 12 years later, after a further 17 UN resolutions, he has still failed to comply. There is no greater example of the saying that "procrastination is the thief of time".
