Foreign Conflicts: Motion.
The United States may wish to use Shannon Airport for the landing and refuelling of aircraft carrying US forces. Merely to permit the use of a civilian airport in this manner is not of sufficient degree or substance to constitute participating in the war. It would place an extraordinary strain on ordinary language if the mere granting of peripheral facilities could be interpreted as making Ireland a participant in the war.
