Senator McHugh raised several issues concerning the involvement of local and regional government. Will the Convention on the Future of Europe adopt the European charter on local self-government? The charter should be incorporated into a European constitution, treaty or convention at the earliest opportunity as it focuses on bringing the institutions closer to the people.
