When the legislation was enacted in 1998 it was said that the legislation would be a catalyst for profound and lasting change in our public service and it was the Government's intention to leave no stone unturned in ensuring that the necessary reforms would be carried out in all aspects of public administration. It was also said that the Act would enable members of the public to inform themselves as to the work of Government bodies, their processes, priorities and use of resources.
