Freedom of Information (Amendment) Bill 2003: Second Stage.
The Leader of the House has indicated that the Bill is not being guillotined. Effectively, it is being guillotined because the House is prepared to sit until any hour, into tomorrow morning if necessary, to see this legislation through. There is a de facto guillotine operating here. It means that by 2 a.m. or 3 a.m. every Member who wishes to do so will have contributed because of the time restriction of 20 minutes. Effectively it is a guillotine by stealth.
