I welcome the Minister and congratulate him on bringing forward the Criminal Law (Insanity) Bill 2002. I agree with many of the comments of Senator Ryan and others. I am glad that he mentioned the victims of crime near the end of his contribution as his comments when in full flight reminded me of the modern version of the parable of the good Samaritan. In the modern version two social workers on the road from Jerusalem to Jericho got off their horses because they saw a man in the ditch. When they established that he was dying, one said to the other, "We must find the people who did this, they need our help."
