A few years ago, when people wanted pub opening hours to be extended, their theory was that the customers would not all spill out, to use the Senator's phrase, at the same time, but at 11.30 p.m., 12.30 a.m., 1.30 a.m. and 2.30 p.m. In some places customers find it hard to leave until they are thrown out at the last minute, which is not what was supposed to happen.
