When Galway City Council adopted its estimate, the argument was not about waste charges or the cost of the polluter pays principle but about commercial rates which we did not increase in order that we could keep waste charges down. Every councillor, with the exception of two Labour Party councillors, was happy to look at how we were doing business and the cost of the service. Almost everyone will pay for it, although for those who cannot there will be a waiver scheme.
