It is worth pointing out that the proposed centre will be in the middle of so-called Rapid area. While there is no specific funding available for this project under the Rapid programme, if that programme is to be worked fully, projects for places like Carlow and Graiguecullen, which are ear-marked under the Rapid programme, should be fast-tracked under the national development plan.
