Industrial Development (Science Foundation Ireland) Bill 2002: Second Stage.
In terms of the proportion of our GDP, we are at the lower end of developed countries. Given that we have the resources and as we develop our capacity – I accept that we cannot merely throw money at it – and a critical mass, I would like us to expand, as a proportion of GDP, our commitment to research and development. We are discussing two words, "research" and "development", and there is an issue to be debated in terms of how one becomes the other. This is an important concern to which I will return.
