I move:

That the proposal that Seanad Éireann approve the exercise by the State of the option or discretion provided by Article 1.11 of the Treaty of Amsterdam to take part in the adoption of a proposal for an EU Council Framework Decision on the Protection of the Environment through Criminal Law, a copy of which was laid before Seanad Éireann on 5 December 2002, be referred to the Joint Committee on the Environment and Local Government in accordance with paragraph (1)(a) (v) of the Orders of Reference of that committee, which, not later than 17 December 2002, shall send a message to the Seanad in the manner prescribed in Standing Order 67, and Standing Order 69(2) shall accordingly apply.
