I assume the Minister, who has considerable ability, would not pretend he was going to appoint the 14 members of the agency without having something in writing to enable him to make an evaluation of who should or should not be on it. If he has something in writing which enables him to make that decision, he could use that as the document to be published. Otherwise, he is saying he makes it up as he goes along, which I do not believe is the case.
