An tOrd Gnó - Order of Business (12 Dec 2023)

Ciarán Cannon: The programme for Government contains a commitment to carry out an audit of school buildings across the country to ensure we have adequate capacity for future enrolment. There is a major capacity issue presenting in Athenry. Fortunately, we are seeing significant population growth in Athenry and its environs, but the secondary school capacity in the town is simply incapable of dealing with...

Ciarán Cannon: That is correct.

Saincheisteanna Tráthúla - Topical Issue Debate: School Facilities (7 Dec 2023)

Ciarán Cannon: She is an extraordinary woman and athlete. I thank the Minister of State for being here to listen to the powerful case I want to make for the provision of an indoor sports hall for Seamount College, a superb school in the heart of Kinvara. It is embedded in the life of the Kinvara community and south Galway. It is difficult to understand why a school that will approach enrolment of...

Saincheisteanna Tráthúla - Topical Issue Debate: School Facilities (7 Dec 2023)

Ciarán Cannon: I do not take issue with the Minister of State but it is as I expected from the Department. It said a request for a PE hall does not come within the remit of the additional school accommodation scheme, yet it did this 21 times in 21 other schools and in a school just 10 km away from Seamount. Why it decided to single out Seamount for special treatment in denying it this facility is a...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (7 Dec 2023)

Ciarán Cannon: There is a commitment in the programme for Government to hold a referendum to extend voting rights in presidential elections to our citizens living abroad. When will that referendum happen? We are hopelessly out of step with the European Union and the rest of the world in extending any kind of democratic opportunity to our citizens living in Northern Ireland and across the world. These are...

Ciarán Cannon: That is 6,000 employed in moderation.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Safety, Online Disinformation and Media Literacy: Discussion (6 Dec 2023)

Ciarán Cannon: I thank each of the witnesses for being here and having the trust and confidence in their systems to allow them to be scrutinised in the public domain, something that people in X, or Twitter, are obviously not happy to do. I am sure the public policy team from X is watching these proceedings as we speak. I invite them to come before us, a public committee, in a fully transparent manner. I...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Safety, Online Disinformation and Media Literacy: Discussion (6 Dec 2023)

Ciarán Cannon: What about Meta?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Safety, Online Disinformation and Media Literacy: Discussion (6 Dec 2023)

Ciarán Cannon: Okay. We are now moving into a space where even something we may have trusted in the past to engage with photo and video content, namely our two eyes, cannot be relied on anymore. It is not possible. I have a pretty serious fear around the deepfake technology that is becoming so advanced and advancing every day in its capacity to do fairly extraordinary things with video in particular....

Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Safety, Online Disinformation and Media Literacy: Discussion (6 Dec 2023)

Ciarán Cannon: May I ask one very brief question?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Safety, Online Disinformation and Media Literacy: Discussion (6 Dec 2023)

Ciarán Cannon: Something that always fascinates me around the issue of misinformation and hate speech is who in the organisations present gets to decide what is hate speech, as opposed to an impassioned speech from a protestor at the end of O'Connell Street, or somebody saying Ireland is at war.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Safety, Online Disinformation and Media Literacy: Discussion (6 Dec 2023)

Ciarán Cannon: These are really critical decisions. Who in the organisations gets to make them?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Safety, Online Disinformation and Media Literacy: Discussion (6 Dec 2023)

Ciarán Cannon: Who is it eventually escalated to, if there is indecision about whether this is just somebody making an impassioned speech or somebody who is actively, deliberately engaging in incitement to hatred?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Safety, Online Disinformation and Media Literacy: Discussion (6 Dec 2023)

Ciarán Cannon: Yes, and it needs to be somebody who has an in-depth knowledge of the political landscape of whatever country or region the particular content is being shared in. That is important as well. I thank the Cathaoirleach.
