Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals (Resumed) (24 Apr 2024)

Paul Daly: I cannot argue with you on that. I agree with you on that. That is a problem, but there would still be more at the same time of the year now and they are going on the sustainable market. There must be-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals (Resumed) (24 Apr 2024)

Paul Daly: But would you see the merits in at least having a contingency plan?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals (Resumed) (24 Apr 2024)

Paul Daly: That is refreshing to hear. It is to be hoped we do not need to enact it but we need a plan B. I call Deputy Mythen.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals (Resumed) (24 Apr 2024)

Paul Daly: I appreciate that. I thank the witnesses for their presence this evening, their briefing notes and so on. I know this has a long way to go, but it is when things are at draft stage and in their infancy that, if we can influence them, it is time to act on them. I thank the witnesses again for being here this evening. The next meeting of the joint committee will be at 5.30 p.m. on Wednesday,...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals (Resumed) (24 Apr 2024)

Paul Daly: Kind of. I still have issues with the prediction of the temperature and it not happening or, as I said, it becoming hotter. Nine hours in continental Europe will bring drivers a long way and they will pass through different conditions. Look at what we get here every day. A driver could pass through many different weathers and temperatures in nine hours of solid driving on the Continent....

Seanad: An tOrd Gnó - Order of Business (23 Apr 2024)

Paul Daly: Today, I raise an issue that I have raised previously. Almost every other colleague has raised it before too. It is the infamous issue of passports. We have got away from the pandemic and the backlog it caused. Everyone was given the benefit of the doubt in that situation. I have been contacted by a person who applied for a passport for a child. The application was signed and stamped at...

Seanad: Cost of Doing Business: Statements (17 Apr 2024)

Paul Daly: Before calling the Minister, Deputy Burke, who will have ten minutes to speak, it gives me great pleasure to welcome him in his role as a full Minister. As a former Westmeath County Council colleague, he and I go back a long way in politics. It was not by design but it is brilliant that I actually happen to be in the Chair when he comes in for his first engagement here. I sincerely...

Seanad: Cost of Doing Business: Statements (17 Apr 2024)

Paul Daly: I thank the Minister. Our first contributor is Senator Micheál Carrigy who is sharing time with Senator Maria Byrne.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Harness Racing: Irish Harness Racing Association (17 Apr 2024)

Paul Daly: It would be remiss of me to let the opportunity pass without saying that my good friend and colleague from County Longford, Deputy Flaherty, would probably have more occasion to visit Jones' Road were its current usage to change to harness racing. As the Chairman stated, this submission is comprehensive. To me, the request is a no-brainer. There are not many questions that can be asked...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Harness Racing: Irish Harness Racing Association (17 Apr 2024)

Paul Daly: Mr. Flanagan is answering my first question. If the Minister, be it Deputy Donohoe or Deputy McGrath, told the IHRA in the morning that he was giving it a licence and it would have to set up its own tote from scratch and operate it, that would be an onerous task.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Harness Racing: Irish Harness Racing Association (17 Apr 2024)

Paul Daly: Has the IHRA researched this? Is it doable?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Harness Racing: Irish Harness Racing Association (17 Apr 2024)

Paul Daly: That is from the money point of view. From the sport point of view, that there are 330 races is good for a sport that does not have a home base, but it is nothing in comparison with the number of thoroughbred horse races. From that perspective, do Irish trainers and-or owners go to races internationally? If this sport took off, what would be the pool of, for want of a better word,...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Harness Racing: Irish Harness Racing Association (17 Apr 2024)

Paul Daly: Do any of the trainers currently racing in Ireland go to race in France or elsewhere on the Continent?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Harness Racing: Irish Harness Racing Association (17 Apr 2024)

Paul Daly: Based on everything I have read and heard this evening, I propose that the committee write to the Minister for an update on the current status of the application for a licence, and that we lend our support to same.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte CGA: Chairperson Designate (17 Apr 2024)

Paul Daly: I welcome Ms Jupp and congratulate her on her appointment. I wish her the best of luck going forward. On the basis of her opening statement, climate seems to be the buzzword, with the role Coillte has in driving our climate targets and ambitions. With that in mind, the entire forestry sector has been sold as the silver bullet for us to reach many of our targets. It is way off the mark....

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte CGA: Chairperson Designate (17 Apr 2024)

Paul Daly: That is a live scheme. Is there much of an uptake?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte CGA: Chairperson Designate (17 Apr 2024)

Paul Daly: To drive on forestry, is there any future in reviving it?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte CGA: Chairperson Designate (17 Apr 2024)

Paul Daly: For new applicants, but it is ongoing for those in the scheme.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte CGA: Chairperson Designate (17 Apr 2024)

Paul Daly: On my first question, on how Coillte can help to drive us towards meeting our targets, does Ms Jupp, as the incoming chairperson, see any merit in reintroducing the scheme or a similar one?

Seanad: Agriculture: Statements (16 Apr 2024)

Paul Daly: Gabhaim buíochas leis an Leas-Chathaoirleach. I welcome the Minister. The topic of today's debate is statements on agriculture which is a very broad church. It is such a vast sector with so many integral sectors within it. The Minister's speech has highlighted that the key topic at the moment is the weather and the issues pertaining to the prolonged spell of wet weather we have had...
