Issue of Writ: Donegal South-West By-election (5 May 2010)

Ciarán Lynch: Given that Fianna Fáil does not have the confidence to hold its annual Ard-Fheis, it would be surprising if it agreed to hold a by-election in any constituency. This is what Members are debating this evening. The issue of a motion to contest the by-election in County Donegal ultimately is a motion of confidence by the present Government. Its determination not to allow this by-election to...

Issue of Writ: Donegal South-West By-election (5 May 2010)

Ciarán Lynch: I apologise. The Sinn Féin motion.

Issue of Writ: Donegal South-West By-election (5 May 2010)

Ciarán Lynch: The Labour Party will back this motion. This is the second time this motion has come before the House. It came before the House last July. Perhaps legitimate concerns could have been raised at that time because had the by-election been called, it would have been held at the beginning of August in the middle of the holiday season. However, a year has passed since the call to issue the writ...

Order of Business (5 May 2010)

Ciarán Lynch: The replies go out in the Taoiseach's name.

Order of Business (5 May 2010)

Ciarán Lynch: Approximately two months ago I put down a question to the Minister for Justice, Equality and Law Reform, Deputy Dermot Ahern, regarding the national property services regulatory authority. It has been up and running for two years now and employs a number of staff.

Order of Business (5 May 2010)

Ciarán Lynch: Yes, and if the Ceann Comhairle gives me a moment I will make it abundantly clear. The national property services regulatory authority has offices with eight members of staff and costs €600,000 per year to run. The bill has arrived at €1.2 million.

Order of Business (5 May 2010)

Ciarán Lynch: The question I put to the Minister in February received a reply indicating clearly that the legislation enabling this authority to do its job properly has to be completed in the Houses. The agency costs the Exchequer money and the offices are staffed, with people sitting behind desks, but the Bill to enable the agency to do its job properly has yet to be enacted.

Order of Business (5 May 2010)

Ciarán Lynch: As I understand it, the Bill has yet to reach Committee Stage in the Seanad. When will the Bill finish all Stages so that the agency can do its job in an appropriate fashion?

Order of Business (5 May 2010)

Ciarán Lynch: Robert De Niro.

Issue of Writ: Donegal South-West By-election (5 May 2010)

Ciarán Lynch: It is good to see the Acting Chairman back in the Chamber following his experience at a recent sporting event.

Departmental Projects. (22 Apr 2010)

Ciarán Lynch: Question 2: To ask the Minister for the Environment, Heritage and Local Government the actions that he has taken on foot of the Ernst and Young report on capital projects funded by his Department; the cost of commissioning this report; the measures that have been taken to curb the series of concerns expressed in this report regarding the attitude of local authorities to project fund...

Departmental Projects. (22 Apr 2010)

Ciarán Lynch: I thank the Minister for his response, but I am baffled by the manner and tone of that reply. This is a damning report. The only conclusion that can be drawn from it is that we had runaway over-spending by local authorities involving hundreds of millions of euro. If the Minister wants to make light of that, I would ask him to re-examine the report. For example, it shows that almost one...

Departmental Projects. (22 Apr 2010)

Ciarán Lynch: I welcome that the will provide a response on the detailed questions I will list for him on the conclusion of this debate. In addition to those questions, were there bonus payments attached to those projects and if so, what were the criteria for the bonuses? In light of the report, has the Minister given consideration to the fact the bonuses may not have been merited? We had a situation...

Defence Forces Medical Services. (21 Apr 2010)

Ciarán Lynch: Question 88: To ask the Minister for Defence the position regarding the establishment of the new centralised medical corps for the Defence Forces. [15615/10]

Inland Waterways. (1 Apr 2010)

Ciarán Lynch: Question 26: To ask the Minister for Community, Rural and Gaeltacht Affairs the plans Waterways Ireland has to develop tourism along the routes for which they are responsible; the funding for such promotion; and if he will make a statement on the matter. [14261/10]

Order of Business (24 Mar 2010)

Ciarán Lynch: An Easter rising.

Order of Business (24 Mar 2010)

Ciarán Lynch: I will be as brief as possible. I wish to ask the Taoiseach about a house price database being brought before the Oireachtas. The programme for Government contains a promise that a register and database of house prices will be put in place.

Order of Business (24 Mar 2010)

Ciarán Lynch: It is part of the programme for Government. When will legislation on this issue be brought before the Houses? Given yesterday's reconfiguration, what Department will-----

Order of Business (24 Mar 2010)

Ciarán Lynch: I am asking whether legislation will be brought before the House.

Order of Business (24 Mar 2010)

Ciarán Lynch: That is highly unusual because the Minister of State with responsibility for housing, Deputy Finneran, who is sitting behind the Taoiseach, issued a press statement on this issue two weeks ago.
